Otomobiller i\u00e7in belirlenen \u00d6zel T\u00fcketim Vergisi (\u00d6TV) oranlar\u0131nda k\u00f6kl\u00fc bir de\u011fi\u015fikli\u011fin kap\u0131s\u0131 aralan\u0131yor. T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi (TBMM) Plan ve B\u00fct\u00e7e Komisyonu taraf\u0131ndan kabul edilen kanun teklifiyle, \u00d6TV hesaplamalar\u0131nda art\u0131k motor silindir hacmine ek olarak arac\u0131n \u00e7eki\u015f sistemi de dikkate al\u0131nabilecek.<\/p>\n
Bu yeni d\u00fczenleme, ayn\u0131 motor hacmine sahip ara\u00e7lar aras\u0131nda bile farkl\u0131 vergi dilimleri uygulanmas\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7\u0131yor. \u00d6zellikle 4×4 \u00e7eki\u015f sistemine sahip bir otomobilin, 4×2 \u00e7eki\u015fli benzer bir modelden daha y\u00fcksek veya farkl\u0131 bir vergiye tabi tutulmas\u0131 m\u00fcmk\u00fcn hale gelecek.<\/p>\n
Ancak teklifte, hangi \u00e7eki\u015f t\u00fcrlerinin nas\u0131l s\u0131n\u0131fland\u0131r\u0131laca\u011f\u0131, hangi ara\u00e7lar\u0131n bu kapsama dahil edilece\u011fi ya da uygulanacak g\u00fcncel \u00d6TV oranlar\u0131na ili\u015fkin detayl\u0131 bilgiler hen\u00fcz yer alm\u0131yor.<\/p>\n
Yine de, bu kanun teklifinin yasala\u015fmas\u0131 durumunda, \u00f6zellikle \u00e7ift motorlu ve d\u00f6rt tekerlekten \u00e7eki\u015f sistemine sahip elektrikli otomobillerde \u00d6TV oranlar\u0131nda olas\u0131 bir art\u0131\u015f ihtimali konu\u015fulmaya ba\u015fland\u0131.<\/p>\n
Komisyon g\u00f6r\u00fc\u015fmeleri s\u0131ras\u0131nda, Plan ve B\u00fct\u00e7e Komisyonu Ba\u015fkan\u0131 Mehmet Mu\u015f, bu d\u00fczenlemenin ard\u0131ndaki amac\u0131 a\u00e7\u0131klarken \u015funlar\u0131 kaydetti: “\u00d6TV belirlenirken sadece motor silindir hacmi de\u011fil, \u00e7eki\u015f g\u00fcc\u00fcne de bak\u0131ls\u0131n. Bu bir uygulama zorunlulu\u011fu de\u011fil, ancak \u00e7eki\u015f g\u00fcc\u00fcn\u00fcn dikkate al\u0131nmas\u0131 i\u00e7in bir yetki veriyoruz. Bu sayede, 4×4 \u00e7eki\u015fli bir ara\u00e7 ile 4×2 \u00e7eki\u015fli bir ara\u00e7 aras\u0131nda vergi farkl\u0131la\u015ft\u0131rmas\u0131 yapma imkan\u0131 do\u011fuyor. Yani, motor g\u00fcc\u00fcne ek olarak \u00e7eki\u015f g\u00fcc\u00fcn\u00fc de de\u011ferlendirmeye katm\u0131\u015f oluyoruz.”<\/p>\n
Otomobil \u00d6TV’sindeki son kapsaml\u0131 de\u011fi\u015fiklik, yakla\u015f\u0131k bir y\u0131l \u00f6nce ger\u00e7ekle\u015fmi\u015fti. Hat\u0131rlatmak gerekirse, Haziran 2025’te sunulan yasa teklifi, 24 Temmuz 2025 tarihinde Resmi Gazete’de yay\u0131mlanarak y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015fti.<\/p>\n
Ge\u00e7ti\u011fimiz y\u0131lki d\u00fczenlemeyle birlikte, en d\u00fc\u015f\u00fck \u00d6TV oran\u0131 y\u00fczde 70 seviyesine \u00e7ekilirken; y\u00fczde 75, y\u00fczde 90, y\u00fczde 100 ve hatta y\u00fczde 170 gibi yeni vergi oranlar\u0131 da devreye al\u0131nm\u0131\u015ft\u0131.<\/p>\n
Bu de\u011fi\u015fiklikler kapsam\u0131nda, plug-in hibrit otomobiller i\u00e7in en d\u00fc\u015f\u00fck \u00d6TV oran\u0131 y\u00fczde 30’dan y\u00fczde 45’e y\u00fckseltilirken, elektrikli otomobillerde ise bu oran y\u00fczde 10’dan y\u00fczde 25’e \u00e7\u0131kar\u0131larak \u00f6nemli bir art\u0131\u015f ya\u015fanm\u0131\u015ft\u0131.<\/p>\n
